Public Works Teams to Operate Under Navy Installations Command to Expedite Base Maintenance

The move puts approximately 10,000 civilian and military personnel under the direct authority of base commanding officers, reads the CNIC release.

The realignment is meant to allow for faster maintenance decisions and repair prioritization, according to the release.

“This move is all about giving our base commanders the tools and authority they need to get the job done,” Vice Adm. Scott Gray, commander, Navy Installations Command, said in the release. “By putting maintenance teams directly under local command, we can make quicker decisions, prioritize repairs, and keep our bases running smoothly. I am proud to welcome public works professionals to the CNIC team as we work together to support our Sailors, families, and fleet operations.”

Gray is set to relinquish command of CNIC this week.

This is the second phase of moving NAVFAC personnel to CNIC. The first phase began in February with the transfer of 2,000 installation personnel. The second phase, which wrapped on Sunday, moved the remaining 8,000-plus personnel to CNIC.

US Navy photo A third phase – moving civilian service personnel and host nation workers in Japan – will finish in November, according to the release.

The shift in personnel moves base maintenance under CNIC, with infrastructure construction, engineering and contracting remaining under NAVFAC.

The realignment comes after CNIC was redesignated as the Navy’s Shore Type Commander in 2023, Destiny Sibert, CNIC spokesperson, told USNI News on Tuesday.

CNIC also assumed responsibility for the sea service’s defense fuel support points as part of the realignment.

“The public works transition further aligns authority, accountability, and responsibility for installation-level maintenance and public works operations under the installation commanding officer (ICO). This strengthens unity of command and better aligns installation priorities with Fleet operational support,” Sibert said in an email.
