Navy Finishes First Barracks Overhaul As Part of Quality of Life Initiatives

The Navy installed new furnishings and renovated the living quarters at Naval Base Kitsap-Bremerton, Wash., one of the Navy’s bases where ship maintenance occurs, according to a Commander, Navy Installations Command news release.
As part of a quality of life initiative, the Navy renovated a 10-story building with 152 rooms that was damaged in an August 2025 fire. The facility can now provide 304 new beds for the base. The building renovation cost $12.1 million, according to the release.
Naval Facilities Engineering Systems Command (NAVFAC) Northwest finished repairs in April 2026, a month ahead of schedule. Once structural repairs were finished, new furnishings were added.
The Navy also created new common areas on each floor, with amenities like a pool table, gaming rooms and theater rooms. There is also a yoga studio, a library, a table top gaming lounge and two arcades, according to the release.

Scott Gray, commander of Navy Installations Command, said in the release. “Providing safe, comfortable and clean housing is a responsibility we owe to every sailor who volunteers to serve. Completing this project at Kitsap is an important step in a much larger, multiyear effort to improve unaccompanied housing across the Navy.”
The Kistap-Bremerton renovation is part of the Barracks Task Force, which was tapped to provide better unaccompanied housing throughout the military. In addition to the renovation, the Navy has five other projects focused on sustainment, renovation and modernization.
CNIC has used $375 million from the Fiscal Year 2025 Reconciliation Act to modernize barracks, reads the release.
Barracks upgrades are one effort under CNIC to improve quality of life ashore for sailors. CNIC is also running two food-focused pilot programs, including one at Kitsap, aiming to bring better food options to sailors, Gray told USNI News in June.
