Background

Each year, the Department of War submits a report on sexual assault involving members of the United States Armed Forces to Congress, as mandated by section 1631 of the Ike Skelton National Defense Authorization Act for Fiscal Year (FY) 2011, as amended.

The Annual Report on Sexual Assault in the Military presents critical statistics, trend analyses, and updates on the Department’s ongoing efforts to prevent and respond to sexual assault and sexual harassment in the military.

The FY 2025 report incorporates findings from the 2025 Workplace Experiences Survey – a congressionally-mandated assessment measuring the estimated prevalence rate of unwanted sexual contact, sexual harassment, and sex discrimination across the force. This report includes sexual assault reporting information and report disposition outcomes between October 1, 2024, and September 30, 2025.

Sexual assault and sexual harassment are antithetical to the warrior ethos and divide the force. Eliminating these and other forms of misconduct enables the Department to maintain a unified, cohesive, ready, and lethal fighting force.

Top Line Messages / Talking Points

The estimated prevalence rate of unwanted sexual contact within the active-duty force decreased between FY 2023 – the last time that the Workplace Experiences Survey was administered – and FY 2025.

The estimated prevalence rate of unwanted sexual contact for active-duty men decreased from 1.3% to 1.0% and the estimated prevalence rate of unwanted sexual contact for active-duty women decreased from 6.8% to 4.3%.

The estimated number of individuals experiencing unwanted sexual contact decreased from 29,061 (13,860 men and 15,201 women) in FY 2023 to 20,492 (10,632 men and 9,860 women) in FY 2025.

The estimated prevalence rate of sexual harassment within the active-duty force also decreased between FY 2023 and FY 2025.

The estimated prevalence rate of sexual harassment for active-duty men decreased from 5.8% to 4.4% and the estimated prevalence rate of sexual harassment for active-duty women decreased from 24.7% to 17.5%.

Service members reported sexual assaults to Department authorities at a rate of 33% (6,843 reports from active-duty Service members for a sexual assault experienced during military service out of the estimated 20,492 Service members impacted) in FY 2025, up from 25% in FY 2023.

The Department received a total of 7,998 reports of sexual assault in FY 2025 involving Service members as either victims or alleged offenders. Of these reports, 5,022 were Unrestricted Reports and 2,976 were Restricted Reports.

In FY 2025, the Department had sufficient evidence to take disciplinary action in 2,220 cases where an individual was investigated for an allegation of sexual assault.
